d) Use point-to-point subinterfaces with varying hello timers

Explanation
Increasing the hello timer lessens the number of hello packets sent out per interval. Using point-to-point subinterfaces with varying hello timers also helps because it relieves the burst of traffic that can occur with one fixed hello interval -- instead it spreads it out. Increasing the hold time does not decrease the traffic, and there is no such thing as a congestion timer.
