EPA's Toxicity Characteristic Leaching Procedure (TCLP, SW-846 Method 1311) is the test procedure for determining if a solid waste is hazardous because it exhibits toxicity characteristics as enforced under the Resource Conservation and Recovery Act (RCRA). A clear understanding of this method is required for lab technicians performing analyses as well as for environmental engineers who must collect samples in the field and make use of the resulting data.
